My PC version just arrived too and I can confirm that you can activate the code on a North American Steam account and you can change language settings through the Steam game menu. Mine originally defaulted to Japanese but I was able to change it to English after finding the game's Steam settings.Only language options appear to be Japanese, Asia (which I assume means some form of Chinese), and English.
